You have to enter your educational expenses from your 1098-T after you enter the 1099-Q to ensure TurboTax captures the expenses properly. If you entered the 1098-T before the 1099-Q, delete the 1098-T and then re-enter it and TurboTax should pick up the expenses and offset the distribution and not tax the earnings.
