Why can I not remove check marks from several boxes on 1099R?

Box 2b: Both boxes need to be unchecked. Clicking on them, the check marks remain.

Why can I not remove check marks from several boxes on 1099R?

I am not sure why Box 2b is "both boxes", but, as always, deleting the form and re-entering it manually cures a lot of ills.
