You have to continue through the TurboTax interview after you enter the 1099-R and make sure you indicate that the contributions to the traditional IRA were nondeductible. (See below.)

Please verify, that the IRA/SEP/SIMPLE box is checked on your Form 1099-R entry.

Was this resolved because I am having the same problem. I converted $6100 to backdoor Roth. Balance in contributory account was $0 by December 21, 2022. After enter the info on 1099R by taxes increased about $2000. Although my understanding is that is post tax contribution. I followed through with all the steps above but my tax burden did not change
To confirm you made a nondeductible traditional IRA contribution for 2022 ($6,000?) in 2022 and converted it to Roth in 2022. If you followed the steps above you should have Form 8606 and only the earnings should show as taxable on line 18.
