Took distribution from IRA account, received Form 1099-R. The form does not have Box 9. Turbo Tax expects to enter value greater than zero. What should be entered in this box?

Box 9a, percent of total distribution, is generally used when a 1099-R distribution is split between more than one person. This is unusual, and if it was empty on the form you received you can leave it blank in TurboTax.
Option 1. You should leave box 9a blank in TurboTax if that section is blank/missing on your 1099-R. Click in the box and hit the backspace/delete buttons several times (or hold them down) to make sure the box is really empty.
Option 2. If you are unable to leave the space empty (if you receive an error message), then you will need to delete and manually re-enter the form. Here are the steps to do that:
Option 3. If none of the above works and the program still isn't accepting a blank, go ahead and enter "100" here, (if the 1099-R was not distributed among others also- since you received 100% of the distribution). This work-around should resolve the problem.
I had the exact same issue, and what solved it for me was using only whole numbers in boxes 1, 2a, and 4. Once I rounded all my numbers I was able to leave a zero in any of the boxes that had no information and continue.
how do i figure this as turbo tax doesn't???
It needs to be a total account distribution. If this is a total distribution and is made to more than one person, enter the percentage received by the person whose name appears on Form 1099-R. You need not complete this box for any IRA distributions or for a direct rollover. If the distribution is split, you percentage of the total distribution would be the amount your received in proportion to the total distribution amount.
$xxx.xx (your share)/Total distribution from 1099R Box 1
I had the same issue, I noticed it auto populated the field as "0.00" I deleted the 0.00 and left blank. It showed %.
After that it moved on just fine.
