It doesn't make sense that "UT" would have anything to do with the IRA/SEP/SIMPLE box.  Any marking of the IRA/SEP/SIMPLE box would either be an "X" or a "Y" or "N" for Yes or No.

Yes, I live in Utah. The number 7 appears in box 7 of the 1099-R. This is a pension payment.

Since you live in Utah, I'm sure that UT is your state abbreviation, likely in box 13.  Since the distribution is from a pension plan, not from an IRA, it appears that the IRA/SEP/SIMPLE box is not marked, so you would leave it unmarked in TurboTax.
