What do i do if federal income tax withheld is blank? the reason i guess is my wife didnt make enough in the tax bracket she is in.

If the federal income tax withheld box is blank on your W-2, you would just leave it blank in TurboTax.  

And, yes, more than likely her income level, along with the W-4 allowances she filed on the form with her employer, would have made it a scenario where no amount was withheld.
