Wells fargo has not sent me a 1099-r. all they sent was a statement

What type of distribution is your expected 1099-R for?   If you were supposed to have received a 1099-R, have you looked in your online Wells Fargo account to see if they have the 2023 tax year 1099's for download?    Otherwise, you may need to phone them and inquire about it.
