!099R has $0 for 1,2a, and 14. It has a value for box 5. When entering in exactly as match, Turbotax mentions State and Local withholdings can not be greater than or equal to gross distribution for Box 14. However this matches exactly and the 1099-R I receive. How get around this and allow to be able to e-file?

Do you have a distribution code in Box 7?
With a code in Box 7 (perhaps a 7 or 9), I was able to go through without an error.
I do have a distribution code in Box 7.
I just tried putting 0 in box 1, leaving Box 2 blank, and 14 - 16 blank however I am still not able to get through. Same message.

Yes, dmertz is correct, it would clarify to know for what the form was issued and also what the code in Box 7 is.
This sounds like a distribution of unrecoverable basis after moving the remainder of the designated Roth account to a Roth IRA by direct rollover, reported on a separate code-H Form 1099-R, and TurboTax is generating a bogus error message. At least one other person this year has mentioned receiving such a Form 1099-R.
Any solutions from TurboTax?
Since there is no income listed on the form you don't need to enter it on your tax return. The IRS will not question the form missing from your tax return since it did not report any income.
