Turbo Tax "learn more" states 50% of CT teacher's taxable retirement income in 2017 can be subtracted. Why am I allowed to enter only 25%?

Turbo Tax "learn more" states 50% of CT teacher's taxable retirement income in 2017 can be subtracted. Why am I allowed to enter only 25%?
The Connecticut legislature moved recently to delay the 50% exclusion for teacher's retirement pensions until 2019. The percentage, due to those law changes, mean that for 2017 and 2018, the teacher's pension exclusion will remain at 25%.
The program is calculating the exclusion correctly at 25% exclusion. A new help message has been released which shows that the exclusion has been changed and that the 2017 and 2018 percentages will be 25%.
