My wife received a 1099R for money she received from her late mother's estate. My wife was one of the payable on death beneficiaries and elected to take a lump sum payment instead of annual annuity. My wife's name and SSAN are on the 1099R. Box 7 is marked 4D. After filing out the financial information from the 1099R, Turbo Tax asks Tells Us When This Person Was Born. My wife was born in 1951. Her late mother was born in 1925. Which date do you want?

The program is asking about the one it was inherited from. So your wife would use her mother's date in 1925.
TurboTax is trying to determine if a Required Minium Distribution (RMD) should be taken. If your wife took a lump sum then the RMD would be taken care of.
