Texas is missing from my box 17 drop down box and I cannot continue without filling out this box.

I click the drop down box option for Box 17 and Texas is not an option.

Texas (TX) should not be an option on your box 17 dropdown box since you are in a state withholding from income section of the tax reporting document. 

This section is only to be used if there are state taxes withheld from income. 

Since Texas does not have a state income tax, then there should not be any state taxes withheld and reported in that box.

There should not be an amount in those boxes for state wages nor state income nor state abbreviation if the income was earned in Texas. 

You will need to leave those boxes blank.

Because TX doesn't have a state income tax, it's not included in the drop-down menu.  You should be able to continue if you leave both Boxes 16 and 17 blank.
