It would be nice if somewhere on the instructions for entering SSA-1099 withholding information, online turbo tax customers were advised that after entering SSA-1099 information on the 1040-SR return form, that the SSA-1099 itself cannot be attached to the efiling, and to expect a delay in receiving the refund. The letter from the IRS takes about 2-3 to be received (which requests a copy of said SSA-1099 and -BTW- to efile to avoid any delay), and the refund deposit itself is another 2-3 weeks.
If this advisement is contained within the instructions, I do apologize for this misinformation, but neither I nor any of the three Turbo Tax customer service employees were able to find said advisement.

You do not "attach" any documents when you e-file. You simply enter the data and it goes to the IRS electronically. If you file by mail, you only attach documents that show tax withheld.
Go to Federal> Wages & Income>>Retirement Plans and Social Security (SSA1099 and 1099RRB) to enter your SSA1099.
Social Security mails out SSA1099's in January. If you did not receive yours then go to the SS website to create an account and get it.
Go to www.ssa.gov You have to create an account with a user name and password.

When e-filing a tax return, using any tax preparation software, there is no capability to attach any type of paper form to the e-filed tax return.
The only way to include paper forms is to print and mail the tax return.
