Should my return include a form 8606? It does not. I made a RMD from my IRA which includes non-deductible contributions.

The form is not available yet.  It should be available 24 hours after the IRS approves TurboTax to use the form. Currently, the IRS has not finalized the form. Here is the IRS web page to check the status of form 8606: Available Forms and Limitations. Scroll down to Form 8606.

Yes, under these circumstances your tax return must include Form 8606.  Click the Continue button on the Your 1099-R Entries page and answer the questions that follow.  TurboTax will use the answers you provide to automatically prepare Form 8606.
