Did she receive any of those distributions after she established her domicile in California (i.e., took up residence there)?
On your CA part-year return, report as California income any income she received while living in California.
For monthly distributions, this may mean the last 4 months' worth. But a one-time IRA distribution should generally be reported in the state where she lived at the time.
