Received premature SSA-1099 for overpayment for 2024 on 12/27

I received an overpayment in error and never got a bill or the magic number to repay electronically.  I was out of state from Nov 17 until Dec 30 and I had a friend opening everything from SSA to see if it was my request for repayment. On 12/27 I had the SSA-1099 posted online and received a copy in the mail as well but don't know what date it came to my mailbox although my friend did call to say I had gotten a 1099 in the mail. 

 

How they get away with creating tax forms prior to December 31st is a mystery to me.  I raced back to NC on 12/30, called the office to make an appointment while on the road and took a cashiers check from my bank into the office.  I have a screen shot of of the green screen showing the repayment, a receipt from SSA, my ticket stub from my appointment, and a copy of the cleared check from my bank.  They informed me that I would get a corrected 1099 but it would take a while.  

 

On Feb 5th or 6th I called and asked about my corrected 1099.  They entered the request and said it would take a while.  I called again the first week of April and was told they could see two requests in the system but could not explain why I have not gotten them.  Told me to call back on April 9th if I hadn't gotten it.  I did and they told me they would call back by the end of day after looking into why my request wasn't advancing.  I never received that call.  On April the 15th I filed an extension.  I have followed up again with the local office on 05/21 who told me nothing they could do for me.  The difference is I have to pay $400 and change without the form and forfeit my $1800 refund which is a net effect of me paying $2200 in taxes on money I returned to the SSA.  Can anybody tell me they've successfully gotten a corrected 1099 from SSA? 

 

I spoke to the IRS today and there was nothing they could do to help me get the corrected form.  I came to the conclusion that I should go ahead and file my return to keep from racking up interest on the $400 and file an amended return later if the heavens opened and the corrected form floated down surrounded by golden light and accompanied by a chorus of angels.  The only other option is to fill it out as if I received the corrected form and take all my evidence in if I get audited.

Sorry for the rant.  Any advice, any thoughts?
