What tp do if NY State won't efile because "Box 14a, 1099- shows NY State withholdings greater than gross distribution or state distribution".

Both accounts had distributions in excess of the 14a amount.

What tp do if NY State won't efile because "Box 14a, 1099- shows NY State withholdings greater than gross distribution or state distribution".

Please ensure you entered the distributions in Box 16, as well as Box 1. Your Box 16 entries for your 1099-R must be greater than the withholding in Box 14.
