1099R 1M (qualified loan offset) rollover deadline

So I don't OWE any taxes, I filed early, got a small refund, then the 1099 was found.

I don't want to pay the taxes on the offset - so I need to make a payment to a loan offset. Meaning I have to pay back to Empower the money I borrowed from myself. I assume that payment can also be postmarked by the 15th, then amend the return to show the rollover documents and no additional taxes owed.
