qualifying under bail decision in N.C.

I began working for USPS in 1987 under fers and retired in 2025.  I was in military for 6 years and bought back time which pushed my creditable serve time to 1981. do i qualify for exclusion on pension under the Baily decision?

you had to be vested in your pension plan as of Aug 12, 1989 to be Bailey eligible.   

You must have had 5 years of creditable service as of August 12, 1989.
