retired oct 1 2024, had to pay benefeds direct for couple of months for dental and vision. does the 1099R from OPM, include those payments, or not? nothing seems to add up

No. Your BENEFEDS payments are not included in your Form 1099-R.
Because you paid BENEFEDS directly while waiting for your annuity to be finalized, those payments happened completely outside of the OPM system. Therefore, OPM has no record of that money.

If you are a retired public safety officer, there is a special provision to exclude up to $3,000 of health care premiums.
