On the 1099-G page, "total of all your payments and withholding" would just be what was withheld from my paychecks the previous year? I didn't have to pay the state.

I didnt have to pay the state anything. I got a refund from the state last year.

You can just enter zero if you are in a state that does not require withholding for Paid Family Leave.
