No. Age, alone, prohibits you from making a contribution to a Traditional IRA.

However, you may contribute to a Roth IRA, as long as you have compensation (earned income) of at least the amount you plan to contribute.

Yes, to a Roth IRA if you have taxable compensation. Not to a Traditional IRA.
