My retirement income is state income tax exempt. where do I indicate that on turbo tax? its currently not accounting for that.

When you report your 1099-R on the federal return be sure to choose "Qualified Plan", then continue to the screen Where is your distribution from? and select the source. 

State Employees, Teachers, and Other Retirement Benefits Exclusion —Individuals receiving benefits from certain retirement systems are allowed to exclude those benefits from their Louisiana tax-table income. See Louisiana Department of Revenue.
