My husband opted to receive his pension before turning 50. Does this mean he is receiving it before "retirement age"?

The question normally refers to the "normal" retirement for that plan.
If the normal retirement age for his plan is 55 or 62, then, yes, he would be receiving the pension before retirement age.
You may need to call his pension plan administrator to find out what the normal retirement age is (as opposed to "early" retirement).
