My 2017 return was rejected because I entered an incorrect amount on something, but I had already determined I forgot a 1099 for 2016 state refund. Can I add 1099 now?

If the 1099 was for a 2016 state tax refund (but says 2017 on the form), then since your return was rejected, you can go ahead and add the 1099 for the refund after you fix the problem that caused the reject.

Then run through the review and re-efile.

If, however, the state tax refund was on a form with a 2016 at the top because it was actually for a refund for state taxes paid in 2015, then, no, you will have to amend your 2016 return to add the 1099-G.
