My 1099R is showing a State Payer for a State I do not live in nor did I receive any income from that State

Are you talking about box 15? The issuer of the 1099-R believed that they need to withhold taxes for that state. We in the Community do not know why they thought that.

Please contact the issuer of the 1099-R and ask them why tax was withheld for that state. But before you do that, make sure that you have the state abbreviations correct.
