But on my 1099G box 4 is fed tax withheld and the form states amount of overpayment for prior year I believe..?
1099G is used for several items like Unemployment and a State Refund. You have a state refund one. It goes in a different place.
To enter a state refund just type 1099-G or 1099-g (with the dash) in the search box at the top of your return and click on Jump To it.
OR Enter the 1099G under
Federal on the left side
Wages & Income at the top
Scroll down to Other Common Income
You might need click on Show More to expand the section
Then it's the first line for Refunds Received for State/Local Tax Returns - Click Start or Revisit
You do not want the next line that says Other 1099G Income
On the first screen check YES - Received a State Refund.
I have been asked to provide a "payer's ID" and I do not have access to that information. What is the payer's ID? All I have is the taxpayer's ID and the filer's ID.
See the screenshot of Form 1099-G below, with the Payer's ID box outlined.
Though the title may not be 'Payer ID' on your 1099-G, that's what that field represents.

Payer and filer are the same thing. It should be the state's ID number.
