Is the Missouri State Employees Retirement System a public or private pension?

Most state employee pensions are public pensions. I believe that MOSERS is a public pension because on page 6 of the MOSERS retirement guide, they indicate that you can qualify for the public pension exemption on your Missouri State tax return.    C:/Users/Owner/Downloads/Retirement_Guide.pdf
