Is the 2019 Social Security Benefits Worksheet 3 instruction information correct?

If you add the lines called for, it doesn't come up with the figure shown on line 3 itself, Line 3 shows the NYS  AGI plus the $20,000 NYS exclusion. It was OK last year, but the figure shown does not match this year.

EDIT: (Note: Federal Publication p915, page 16, gives the proper instructions. The TurboTax worksheet instructions for line 3 needs to be edited.)

I noticed last week that the line 3 verbiage has been changed. The calculation was correct and does match the line 3 instructions now.
