Is an air traffic controller considered a public safety officer for purposes of the $3000 exclusion on health insurance with the federal government?

I'm asking if an air traffic controller is a public safety OFFICER not a public safety employee.  After starting turbo tax to file my taxes, turbo tax asks the question "Are you a public safety OFFICER?" Does an air traffic controller qualify as a public safety officer and therefore entitled to up to $3000 exclusion on health insurance premiums with a federal government plan?

An air traffic controller is a public safety EMPLOYEE and not a public safety OFFICER.  Public safety employees are not eligible for the insurance deduction.
