A 1099-DIV reports on dividends that you received.

 

A 1099-R reports on withdrawals (distributions) from pension plans and IRAs.

Yes, Dividends come from investments so the 1099-DIV is entered in the Investments section of income.

The 1099-R comes from retirement income. It is entered under the Retirement income section.
