IRA Rollover to roth

TT is asking if I moved 1099R money to another retirement account. Yes I moved it to a Roth but should I be choosing the cashed out option?

Some versions of TurboTax no longer have the selection option to indicate that you converted all of the money to Roth.  Indicate that you moved the money to another retirement account, that you did a combination of rolling over, converting and cashing out, then enter the amount converted.
