In the final TurboTax review, I was referred to the Income & Retirement Worksheets. If I have an amount listed on my 1099-R box 12, should I have an amount in #7-f

Box 7 has no effect on box 12 ... and if you have state withholding in box 12 you must also have entries in boxes in 13 & 14.   If there is a zero in any of these boxes then leave it blank as a zero is NOT a valid entry.
