In a last minute block (literally when I hit the Fed and State submit butto.. I was prompted to review two 1099 R forms, stating "Box 4a New York State withholdings cannot be greater than or equal to gross distribution or state distribution". Help!

schedule 1 part 1 8z list 12,832 for qual state tuition prgm from 1099-1. Why was that added as other income? All distributions were qualified expenses.
