Why do I need to fill out Form 1099-R? I don't have any IRA.

If you didn't receive a 1099-R, you wouldn't need to enter any of that information in the program. It might be taking you through that section because it thinks you indicated you had retirement for some reason, but filling it out is unnecessary. If there is a partially filled out 1099-R you can delete it.
