If we contributed $4000 to the IRA in 2016, can I claim $2000 for me and $2000 for my wife?

IRAs are individual accounts, not joint accounts. If the IRA is in your name, the $4,000 contribution is your contribution. If the IRA is in your wife's name, the $4,000 is her contribution.
