If my annuity distribution is not taxable in PA, but I had PA state tax deducted from the distribution, how can I get that tax payment refunded? TurboTax is not doing it

If your annuity distribution, 1099R, box 7 is coded with a "D", such as 1D, 4D, or 7D, then the distributions are from a commercial annuity and are subject to PA personal income tax.  Only retirement plans that meet certain criteria are not taxable by PA. Most employer retirement plans and all IRAs meet the criteria. The amount in box 2 of the 1099R would be reported as interest on PA Schedule A.

In past years, TurboTax would ask, for each 1099R entered, as to what kind of income is represented by each 1099R.  Select "annuity"

If the annuity distribution isn't taxable in PA, then why are PA taxes being withheld in the first place?

I assume you do need to file a PA income tax return.  If that's the case then you prepare that income tax return, an income tax return that doesn't include the distribution in taxable income.  Of course you do enter all your other income that needs to be reported to PA and any taxes you've paid, which includes the withholding from the annuity distribution.  The difference between the tax liability based on your taxable income and all taxes you've paid results in either a refund or reduces the amount you need to send in with your income tax return.  In other words, you won't report this annuity distribution but you will report the withholding.  How the math works out in the end is unknown until you finalize your income tax return.

What do you mean by "TurboTax is not doing it"?

3.9% state Tax was already taken from the Annuity distribution but the program seems to ignore that
