No.   You do not have to file a state return for the state the retirement income is coming from.  You file a state return for the state you LIVE in.    If you live in New York, you file a NY return.  You do not file a PA return for the retirement income that is coming from PA.

No, you do not file a state tax return for the pension income for the state where the form 1099-R was issued.
