It depends. If the 1099 has taxable income that causes you to owe more state taxes than you paid in during the year, you will not receive a state refund. Once you prepare your state tax return, you'll know for sure.

For the 2nd year in a row Turbotax double counted the state tax refund that i applied to the next year's taxes. My state tax people had to correct it twice.
