You don't need any form to report the income. Whoever paid you should have given you a 1099-MISC, but you don't need it to report the income. You can report it based on your own records of how much you were paid.
You have to report it as business income. TurboTax will ask you whether you received a 1099-MISC. You answer No. Then it will ask you about income that was not reported on a 1099-MISC, and you can enter the income there.
When you posted your question you indicated that you are using the CD or download TurboTax software. If that's what you use for 2016 you can use any edition. But if you use TurboTax Online you would have to use Home & Business to enter business income that's not on a 1099-MISC.
