I found where to amend the 2017 return in TurboTax, but I'm not sure if I should enter the 2018 1099-R in the 2017 amended return. Line 2a shows a taxable amount. Can I enter just this amount without entering the entire 1099-R for a different year?

When amending your 2017 tax return you will enter the complete 1099-R as shown on the form after that TurboTax will ask "which year is on form 1099-R?" (2017 or 2018). Select "2018" and TurboTax will handle the entry correctly.
