I received a 1099-G overpayment form from Ohio Dept of Taxation. How do I enter it?

A state tax refund is only taxable income if you itemized deductions on your 2016 federal return. If you did not, you do not even need to enter the 1099-G.

Otherwise, type> 1099-G <in the search box
