I received a 1099-G NYS for unemployment benefits. How do I reconcile my 1099-G that has $1,200 in box 1 (compensation) and $2,400 in box 2 (adjustments)? Fed and/or NYS

I received a 1099-G from NYS for unemployment benefits.  I owed them $1,200 which was taken out twice.  Once with a check sent in 2022 and my 2022 NYS tax return in 2023.  I was provided a debit card for $,1200.  How do I reconcile my 1099-G that has $1,200 in box 1 (compensation) and $2,400 in box 2 adjustments?  Do I do this in my federal and/or NYS return?  Thank you.
