I purchased solar in July of 2020, do I have to wait until 2021 to receive the tax credit? I have no line 47 on my 1040 from 2019.

Instructions for form 5695 says to use the "Residential Energy Efficient Property Credit
Limit Worksheet" for Line 14. The first steps says to enter the value on line 47 of your 1040. I  don't have such a line on my completed 1040 that I filled out for 2019 but I haven't started my 2020 return yet as I don't usually do those until the spring time.

If the solar property was purchased, installed and completed in 2020 then you can only enter the credit on a 2020 tax return to be filed in calendar year 2021.

 

Additionally, look at the Form 5695 Line 14 worksheet again.  There is no mention of a Line 47 on a Form 1040.

Line 47 means you are looking at instructions from 2017 ... the correct line on the 2019 or 2020 return is 12a.
