I need to claim an exception on mandatory withdraw panelty

As an alternative to mail filing, there is a work around using a dummy 1099-R form to get to the TurboTax missed RMD interview.

To report a missed RMD and request a waiver of the penalty you must file a 5329.

Unfortunately without a 1099-R to report there is no way do that since the waiver request is part of the 1099-R interview and without a 1099-R there is no way to get to it.

To fool TurboTax and create the 5329 for without a 1099-R you can create a fake 1099-R that does nothing, does not get entered on your tax return, and will not be sent to the IRS. It's only purpose is to get you to the missed RMD interview.

[Note: The $1 will show on the Income Summary screen but does not go on the tax return so don't worry about that.]

To enter the fake 1099-R enter box 1 = 1, box 2a = 0, box 7 = 8 - nothing else. Click [Continue} for *all* screens (including the 1099-R Entries screen) until the screen that has 3 questions about the RMD.

Select the {x} xxx did *not* receive all the RMD for 2016.

Then on the next screen enter the missed RMD amount and the amount actually taken (0 if none).

Then enter your explanation for the missed RMD.

The 5329 with the explanation will be part of your tax return.

OR Use the "Tools" menu (if online version under My Account) and then "Search Topics" for "1099-R" which will take you to the same place.

Be sure to choose which spouse the 1099-R is for if this is a joint tax return.
Be sure to pick the correct 1099-R type: Standard 1099-R, CSA-1099-R, CSF-1099-R, RRB-1099-R.

[NOTE: When you get to the "Your 1099-R Entries" screen where you can add another 1099-R, use "continue" to keep going as there are additional interview questions after that screen in most cases. You can always return as shown above.]
