I lived in texas until May 31 and moved to arkansas and took an ira distribution in june. can I allocate the distribution to both states?

No. If you received a one time distribution while a resident of Arkansas, you would claim the distribution in Arkansas. https://ttlc.intuit.com/replies/4777389
