I live in Puerto Rico full-time. One of my 1099R show Box 15 as PR/xxxxxxxxx. TT keeps asking me to review it. How do I resolve this issue?

As long as there is no amount in Box 16 (there should not be), delete the information on Line 15. Leave it blank. That box is for US state tax withholding. If you are in the review, it may make you go back to the actual form to edit it. If so, search for 1099-R and you will be taken to the form so you can edit it.
