Yes, the Form 5329, Additional Taxes on Qualified Plans (including IRAs) and Other Tax-Favored Accounts is included with the TurboTax Deluxe desktop edition.

Go to this TurboTax website for the Deluxe desktop edition, scroll down and click on Tax Forms to view all the forms included with the Deluxe edition - https://turbotax.intuit.com/personal-taxes/cd-download/deluxe.jsp
