I have close to $24,000 in debt that is shown to me as soon as I got done e-filing my return. How do I know if they can touch my money before it makes it to me?

I need to know if any of my outstanding debts will be touched or if they can even be taken without a notice to me??

Your refund can only be withheld (offset) for debts such as child support, federal and state taxes, student loans, and debts owed to a governmental agency.

Your refund cannot be withheld (offset) for personal debts such as credit cards and personal loans.
