I have a mandatory retirement plan at work through PEBA and i'm not sure if it is an applicable retirement plan.

You contributions to the retirement plan are likely taken from your pay as a pre-tax deduction.  

The retirment contribtuions made through payroll are included on your W-2, probably in box 12.  You will not need to include this information anywhere else in TurboTax.
