I had no taxable investment sales during the year (2017). I did have a direct Roth 401K rollover to a Roth IRA. Can I use Deluxe, or do I have to get Premier for that?

Yes, for a direct rollover, you can stay with TurboTax Deluxe. No upgrade should be needed.
